How Humboldt County is reinventing business workflows

When Humboldt County, Calif., installed the Intellect business process management solution in 2009, the plan was to use it to improve the permitting process. Since then, officials have scaled it up to meet the needs of other departments -- often in ways that surprised even them.

“We’ve kind of turned into a little software company -- just me and my information systems analyst -- and it’s become so integrated now into our department operations and our department culture,” said Steven Santos, development assistant manager at the county Community Development Services Department. “Whenever we are faced with an issue that needs a technological component, the question isn’t can Intellect help, but how.”

The tablet and smartphone have invaded the workplace and are changing everything about the way we work.

Business apps should be as easy to use as consumer apps, designed for automating business-critical processes such as those associated with cloud applications and mobile apps, and should require little or no support required from IT. Pretty obvious it seems, but not the kind of attributes that typically come to mind when we think of Business Process Management (BPM) systems!

In the early days, BPM systems employed basic task list UIs and required lots of customization. These systems were bound by the processes defined within the suite and were not able to model or monitor beyond those capabilities. Middleware mitigated those issues, somewhat, but still BPM remained a costly endeavor.

With the shift toward service-oriented architecture (SOA), app functions could be exposed as web services/integrated into process activities without significant effort, and subsequently, task lists could also be integrated into web pages, portals, and applets much more quickly.

Interneer announced Tuesday that Los Angeles Firemen's Credit Union has decided to use its process automation software to enhance its self-service channels as well as efficiency between front-line staff and back-office operations.

The Culver City, Calif. tech vendor said the $847 million-asset credit union will be using its Intellect 7 platform. The technology automates banking processes without the need for a programmer.

"LAFCU is committed to providing its members with exceptional financial products and services, along with quality service," said the credit union’s director of information technology, Chris Condon, in a press release. "We wanted to provide our members with unique self-service opportunities through our online banking, expedited fulfillment of their requests, and at the same time enhance the collaboration and efficiency between the front line staff and back-office operations."

How One County Dragged its Processes Out of the Paper Age

Humboldt County is a beautiful place, nestled in northern California along the Pacific coast. It’s home to breathtaking old-growth Redwood forests, majestic mountains and one of the largest concentrations of Victorian manors and architecture outside of New England. The 134,000 residents who live there enjoy mostly rural landscapes with cool, mild summers kissed by ocean breezes.

But over at the county seat in Eureka, a storm was brewing inside the permit office.

Steven Santos is the development assistance manager for Humboldt County. It’s his job to make sure that permits for both the planning and building divisions move through the system smoothly and quickly. That means that everyone from a major developer who wants to build an entire subdivision to an individual homeowner who needs a new roof comes through his office.
